A Peace Framework Agreement Signed With Agar-led SPLA-M

Juba, South Sudan (Sudanow) - The Sudanese government and a major rebel faction, the Sudan People’s Liberation Army-Agar Faction (SPLM-Malik Agar), on Friday, signed a framework agreement in Juba, South Sudan, delineating questions related to legislations, lands,  power and wealth sharing as well as security arrangements.

SPLM-Malik Agar is one of the components of the Revolutionary Front (RF). This is one of the two factions within the Two Areas Track. The other one is that of the Nuba Mountains led by Abdul Aziz Al Hilu.

Lt General Mohamed Hamdan Daglo, the Sudanese First Vice-President of the Sovereign Council and the Head of Government Negotiation Team, signed for the government of the Sudan while General Ahmed Al-Umda signed for SPLM-Agar Faction and the Revolutionary Front.

The Advisor of the President of South Sudan for Security Affairs-cum- Chief Mediator of the talks, Tott Galwak, represented the mediation team of South Sudan.

In attendance during the signing ceremony were President of South Sudan Gen. Salva Kiir Mayardit and leaders of the Revolutionary Front, Dr Al-Hadi Idris, Al-Taher Hagar, Minni Arko Minawi, Dr Jibril Ibrahim, Osama Saeed, Mohamed Dawood and Mohamed Al-Gakomi as well as representatives of government and SPLM delegations, UN, UNAMID, IGAD, and a number of diplomatic corps representatives in South Sudan and Sudan’s friends.

Gen Daglo said he believed the two sides, by signing this agreement, are on track towards peace realization that would set the foundation for new Sudan.

He told the signing ceremony that his delegation and the government of the Sudan are keen to reach a peace that would change for the better the lives of the Sudanese people.  

He said the framework reveals the determination of the Sudanese sides to reach an agreement that would be a foundation of a Sudan free of marginalization and injustice.

“Sudanese have paid dearly in the war affected areas because of the injustice, marginalization and political manipulation” the First Vice President of the Sovereign Council underlined in his remarks.

He said it was high time to repay the price of peace and the price for the political manipulations, and war so that a decent life could be put in place for those Sudanese people.

He commended the assistance provided by the mediation and the partners to the peace negotiations currently going on in Juba, under the patronage of President Salva Kiir of South Sudan

President Kiir has meanwhile underlined the need to continue efforts for reaching a comprehensive peace deal for the Sudan. He expressed hope that the Sudanese would fully implement agreement concluded so that this year 2020 would be the year for peace in both the Sudan and the South Sudan

He said for South Sudan his efforts would continue along with other parties so that peace could be achieved in their country. He said they would not rush to war as they would benefit nothing out of the war. He also underlined that the formation of the Unity Government in South Sudan would help overcome many of the problems and would facilitate the exchange of goods and commodities with the Sudan across the borders. He further appealed to partners to help Juba and Khartoum in their endeavors to achieve peace in the two countries.

The representative of the SPLA-North and the National Front, Yasser Arman, has meanwhile underlined that he was sure Sudan would not join the club of the failed states and that it would successfully cross into the peace zone soon.

He also expressed determination of the various factions to form a partnership with the civil and military components of the government in the Sudan as well as with their political incubator, the Freedom and Change Forces, to steer the county through the transitional period.
