President Omar Beshir’s Speech, At the Third General Conference of the National Congress Party

Leader and members of the General Conference,
Honorable guests,
Please allow me to salute on your behalf and on behalf of all people of the Sudan our dear guest, the leader of the Libyan revolution, Brother Mustafa Abdul Jalil. We salute him and through him we salute the Libya revolutionaries who, as shown by the media, have displayed courage and a spirit of sacrifice. I thanked him in your name for the great gift the Libyan people have presented to the Sudanese people by freeing Libya from Kaddafi and his regime and saving the Sudan from Kaddafi and his regime.
Salutation to Brother Mustafa and to the revolutionaries and we pray to God to bestow security and peace upon Libya, to welcome the Libyan martyrs in Heavens, grant the injured quick recovery and unify the Libyan rank.
We salute all our brothers who have honored us by participation in this conference to testify to the freedom and consultation being practiced in Sudan. We also salute the participants in the current Peace and Development Forum and we thank them for choosing Khartoum as a venue for their gathering which we will sponsor, God willing.
The conference has affirmed that our party is one of consultation which is practiced at all levels as was manifested in the numerous conferences held, from the base to the top, n all parts of the country. As indicated in the closing report those conferences amounted to 25,000 in which most of the Sudanese people took part. Those conferences discussed in a free atmosphere all political, economic and social problems, hopes and aspirations of the Sudanese people. The discussions of those conferences were reflected in working papers presented at this General Conference and were subjected to extensive deliberation that resulted in recommendations to be included in our future programmes- the Three Year Programme and the Five Year Strategic Plan.
We, as a party, observe the aspirations of the Sudanese people and defend their prestige and dignity, and despite the wide membership of our party and despite the mandate accorded to us in the last general elections which the monitors, both friends and foes, testified were free and fair, we decided not to cling to power by ourselves. You be aware that we have been negotiating with the other political forces over the last four months, persuading them to participate in shouldering the public responsibility and national concern.
You may remember that since the outset of the revolution (1989) we have held 13 conferences to which we invited all political colours of the political spectrum from the various regions of the country. Those conferences provided a guide for our march in the past period.
We have ascertained that consultation and providing others with the opportunity to participate with opinion or action was an original course of action for our party.
We were criticized on the media during the past four months for failure to persuade other parties into participation and inability to form a new government, but it was not that we were unable to form a government; we could have done so on July 10 if we decided to do it alone. Our goal was to bring in the others and I hereby greet all political forces which have decided to join us and equally greet the others which have refused to participate and we are willing to continue dialogue with them on the national issues.
Now that the General Conference has come to an end and you have made your recommendations and resolutions and when you return home, you must reassure your bases and inform them that we have a powerful and competent nation and a vanguard party of the nation. You must tell your people that the Sudan is fine, the development is going ahead and so is the annihilation of the rebellion and the achievement of peace and security. I hope operation of the National Congress Party is not a seasonal one that tops with the end of the elections; it must be continued.
Humanity and the world are currently in a state of motion and change, not only in the Arab countries but all over the world and the era of oppression and subjugation to a single power has now come to an end. We must introduce ourselves as a system of liberation intending not only to liberate the people of Sudan but also to contribute emancipation of the will of all peoples from subjugation and injustice. We must set the example, as the humanity needs to emerge from darkness to the Mohammadan illumination.
I am extending my greetings to the revolutionaries everywhere and to the Palestinians who have signed the unity agreement. Now there is a single goal which is the liberation of Palestine and our sanctuaries from the Zionists, and we wish them unity of rank and victory.
My greetings also extend to our armed forces, police, security and popular defense that are now fighting in South Kordofan and the Blue Nile for liberation of each span of the country. The motives that made our brothers take up arms were invariably flunkeyism, mercenariness and personal interests. We are sure that the armed forces will take rest only after reporting that the country is free of every mercenary and flunkey.
My greeting to all conferees and you can rest assured that your resolutions and recommendations will shape the programmes and will be the gauge of accountability in the next General Conference after two years, God willing.
