President Bashir initiated his address before a capacity fill stadium of Naggaa in Al Fashir, with his famous valor dance before the crowd, having toured the place in an open car greeting the crowd.

Dr Tiganni Sesse is the chair of the Darfur Regional Authority whose headquarters was inaugurated todayinthe presence of Chadian president Idris Debby, representative of the Emir of Qatar, and regional and international organizations including the UN, AU and Arab league, and the Islamic Conference organization.
Bashir also announced general amnesty on all members of the armed forces of the Justice and equality movement led by Sesse, stressing that arms should be collected from all former rebels and that they be absorbed in the various regular forces in the Sudan, stressing that failure to collect arms would mean failure of the authority and the process. He said the regular forces would secure citizens in all walks of life.
Bashir called for dismantling the camps of the Darfur internally displaced persons IDP who, he stressed, were being used by some western organization to gather money and in place of brining them to the people they consider needy, the money ends up in the pockets of such organization such as, save Darfur coalition” which, he told the crowd, croups dozens of Jewish organizations that make use of the Darfur IDP to collect money and use it for the benefit of its organizers.
The mentor of the Doha peace process, Qatar, was represented by Hassan Abdullahi Al Ghanim, Minister of Justice and Personal Representative of the Emir of Qatar, Sheikh Hamad Bin Khalifa Al Thani, who conveyed the greeting of the emir of Qatar and his best wishes that peace and security would prevail in Darfur.
“This is a new page in the peace book in Darfur…reflecting the true desire of all to implement peace, we call for abandoning violence and joining peace as a means for restoring rights” the radio of Omdurman quoted the emir official representative as saying.
He also appealed to “all our partners in peace to provide… assurances, assistance and experience” to secure implementation and to help with the transportation of the refugee and IDPS.
He also urged for respecting the timetable set in the agreement and the joint commitment the government and the Liberation and Justice Movement which signed the Doha peace agreement a year ago, in Qatar
He said his country which was announced earlier to have provided some 2 billion (two billion) dollars to help with the peace efforts in Darfur and the Sudan by large, calls for continuation for other efforts that aims to help with the implementation including the provision of services, conclusion of full and comprehensive political settlement and the implementation of development projects
President Debby who received a rapturous welcome from both official and crowds, for his support and unlimited backing for the Darfur peace, said he would continue backing the process and appealing to non signatory to join the peace process.
Both professor Ibrahim Gambari head of the joint UN AU mission in Darfur (UNAMID) and former special representative of the UN secretary general and AU commission, Djibril Basoule addressed the crowd appealing for peace and calling on non signatories to join in the process.
Dr Tigani Sesse, said this day was breaking point in the peace process in Darfur, saying peace has now started prevailing in the region and “we would appeal to the international community to help us in the implementation of the peace deal” and “in the return of refugees and internally displaced persons IDP.”
He pointed out that already a special attorney was established to look into serious crimes committed in Darfur and that reconciliation efforts are underway beside the regional authority which was inaugurated today. He said the authority itself, its chairman, and various officials was a reflection of the seriousness of the government to implement the deal.
