Dr. Luka Biong Deng advocates for a popular uprising in Sudan
23 December, 2012
Dr. Luka Biong Deng published an article on the 5th of this December in "The New Nation" newspaper in Juba under the title "what if Bashir continues defying the International Community" swollen with inaccurate claims and indignation crowned with an unprecedented crescendo calling on the Government of South Sudan to rule out any serious business with the Government of Sudan and at the same time advocating support for the people of Sudan to rise up and cause a popular uprising against the incumbent regime in the country.
The article staggers through inconsistent and inaccurate claims to build up a case against the Government in Khartoum and against President Bashir himself, whom he in most cases, prefers to deny him his rightful official designation. It is quite clear that Dr. Luka had entirely forgotten that he himself counted as one of the senior cabinet ministers before secession where he was most comfortably placed.
However, as the Peace and Security Council is expected to convene on the 14th of this December, Dr. Luka has tried very hard to pre-empt any decisions that may come out of the august body by inducing its honorable members to finally endorse President Mbeki's proposals on Abyei Area and thereafter transmit them to the UN Security Council for enforcement under Chapter V11 of the UN Charter. By doing so, Dr. Luka has already assumed the position of a school teacher who would normally dictate his unjustified and unrealistic instructions on a poor class of school children. It should be recalled here that President Mbeki's proposals, with all due respect to him, are not totally binding to this august African body, what therefore applies to the council in this respect shall also apply to the UN Security Council. Making the two respected councils to swallow Dr. Luka's wishful thinking is most unrealistic.
While Dr. Luka has navigated the entire world to promote his Government's position and mostly on Abyei, he emphatically denies to the Government of Sudan the right to try to contain these issues at the AU level. Furthermore we cannot recall any decision by the AU to "put an end to the endless negotiations between the two countries" as was put by Dr. Luka in his article. His clear incriminating accusations against President Bashir or some of his aids with racial utterances against fellow Sudanese or disrespect for fellow Africans do not deserve any heated attempt for denial as it is known to everyone that Sudan was among the very few pioneering countries who in the late fifties and early sixties of last century struggled very hard for the just cause of the colonized countries to attain their independence whether within the ranks and file of the non-aligned movement or within the United Nations itself. Dr. Luka's attempt to buy the sympathy of the fellow African brothers by such claims is unfortunate, distasteful and disrespectful.
Along the article Dr. Luka boasts that President Salva had offered to mediate between the Government of Sudan and the SPLM-North for effecting the implementation of June 2011 Agreement. President Salva should be recommended for his offer, but it should also be placed on record here that the Government of South Sudan should renounce any engagement with this entity which is first of all Sudanese being clearly backed and supported by his Government in their endeavours to "liberate Sudan", from whom, from what !!!
When coming back to the issue of Abyei by touching on the referendum, Dr. Luka tried to twist the facts by insinuating that the AU proposal had "satisfactorily" resolved the existing stalemate on the voters eligibility by containing it within the Nock Dinka. Be untrue as it is, it should also be recommendable to revert back to Abyei Protocol and the anticipated role to be exercised by the Referendum Commission. It should have also been fair to mention in his article the stalemate and delay caused by the Government of South Sudan in accepting the nominations of the Government of Sudan for the post of speaker of the Abyei Legislative Council as had been provided for in the June 20, 2011 Agreement. On the border issue, Dr. Luka chose to be obliviant of the six years unsuccessful marathon within the Ad-hoc border committee whose work was continuously and intentionally obstructed and delayed by its members from South Sudan.
Dr. Luka goes on to accuse the Government of Sudan of bombarding and killing innocent citizens in South Sudan. He still has to substantiate this accusation. He also has to tell the outside world of who decided to shut down the oil pipe lines. Was it the Government in Khartoum or the Government in Juba which by doing so hoped to strangle the Sudan economy as an effective means to cripple the Sudanese economy and thereafter topple the Government there. Such assumption could have proved to be very powerful in only one case as was described by Dr. Luka himself, that "the regime in Khartoum is so divided and with no real center of power!!
Dr. Luka continues in his article to hide behind false accusations by claiming, for example, that it was the Misseriyia spoilers who created havoc among the returnees which resulted in the death of innocent life. He, of course, is referring to what he named "the Abyei incident" in an earlier press statement to which we adequately responded. However, the Force Commander of the UN force in Abyei remains to be the only authority to testify to that incident and inform the world of the repeated offensive attitudes of a group which is now calling itself "The Abyei Youth". To claim that the Government of Sudan continued to avoid attending meetings of Abyei Joint Oversight Committee (AJOC) is totally unfounded as Dr. Luka failed to attend the committee's meetings in Abyei with the pretext that he was conducting a serious of diplomatic tours. The real reason, as we understand it, is based on delaying tactics until the Peace and Security Council has met and hopefully, as he thought, shall endorse President Mbeki's proposals and forward them to the Security Council to take the necessary action against Sudan. To encourage the council to do so, Dr. Luka is relying on implicit black mail when he portrays President Bashir as a person defiant of the International Community by rejecting Mbeki's proposals. To that end "he should be contained before he contributes to the destabilization of the region". He continues in his blackmailing attitude to preach that "The African Union in particular should take serious action against Bashir and to review it's decision of protecting him from International Criminal Court. "He further goes on to call on the AU to consider suspending the membership of Sudan."
As we have stated earlier Dr. Luka calls on his government to "rule out any serious business with Sudan". He further calls for support of the people of Sudan to rise up against injustice and indignation through popular uprising. What would be the legal position of a politician from Sudan when he defiantly asks for outside support for the people of the state of South Sudan to rise against their government by causing a popular uprising. It is left for Dr. Luka to respond to this question.
