The European Union Draws Lessons from the Southern Sudan Referendum, statement says =
06 June, 2011By: Ahmed Alhaj (Site Admin)
Khartoum, June ( sudanow.info.sd) - The European Union Referendum Observation Mission (EU EOM) to Sudan presented its final report on the South Sudan referendum held on 9th January 2011.
Veronique De Keyser, Chief Observer and member of the European Parliament, said that the report provides a detailed evaluation of the referendum process. Based on the report she mentioned both achievements and areas for future democratic improvement, taking also into consideration the recommendations of the report issued by EU EOM, headed by Ms. De Keyser, following the general elections in April 2010.
Among the lessons learnt she highlighted that: -
The South Sudan referendum fulfilled a major requirement of the 2005 Comprehensive Peace Agreement that ended the Sudanese civil war.
The referendum was a credible process that accurately reflected the overwhelming desire of Southern Sudanese voters for secession.
The referendum administration bodies were generally efficient, organized and well prepared.
Overall, Ms. De Keyser considered that the EU EOM sees the South Sudan referendum as a successful democratic building block.
However she admitted that the lasting effect of the process is linked to decisions yet to be taken on post referendum issues like foreign debt, border demarcation, currency, citizenship and oil revenues. Ms De Keyser concluded that the European Union, as a natural follow up to the very ambitious EU EOMs conducted in Sudan in 2010 to 2011, is committed to continue supporting in the future the Sudanese institutions like the National Election Commission.
The report which includes 56 pages recognizes the significant role of the Government of Sudan (GoS), Government of Southern Sudan (GoSS), South Sudan Referendum Commission, UN agencies, civil society organizations, political parties, International Organizations and especially the Sudanese people in the organizing and conducting of the referendum in a peaceful manner.
